You're right, I was thinking freehold landowners, and yes, that's a bit if-y limitation... but... my stupid sketchbook maths suggests large sums of money existing (50 homes on a street investing 10% of their land value (c.£5-10k x 50 = £250-500k). Enough (say, just for example) to buy Trinity Rooms off the church and put it into the commons and do it up...!
